Colorado Springs' Noise Ordinances
It is unlawful to make, create, or permit excessive or unusually loud noise within the City limits. Anyone who makes or allows such noise may be prosecuted in Municipal Court. The Mayor may grant a noise hardship permit for certain events or activities that would allow those activities to produce excessive noise for specific periods of time. Issuance of this permit is governed by section 9.8.109 of the City Code.

How to Report a Noise Violation
A citizen can report a noise disturbance in multiple ways, depending on the type of noise.
- If you would like to complain about noise related to non-permitted events, such as loud parties, loud stereos (in residences or vehicles), neighbors stomping, or working in a garage late at night, you may call the police department’s non-emergency line at (719) 444-7000.
- If you would like to complain about industrial noise or construction noise, please contact Neighborhood Services at (719) 444-7891. You may also use the GoCOS app or https://coloradosprings.gov/gocos and select “Noise Complaint.”
- If you would like to complain about noise from permitted events like community-based festivals, parades, and athletic activities, or permitted venues such as Weidner Field or Ford Amphitheater, please use the GoCOS app or https://coloradosprings.gov/gocos and select “Noise Complaint.”
- If you would like to complain about noise related to the airport, you may call (719) 550-1919.
Please do not call 9-1-1 unless you are reporting a police emergency.
Noise Hardship Permits
Noise Hardship Permits are reviewed and issued by the Colorado Springs Police Department Special Events Team at the direction of the Mayor. To ensure timely review, an application must be received a minimum of thirty (30) days prior to the requested date of the event. The application may be downloaded by following the link below.

Please be sure to complete all information on the permit application. Missing information can delay the processing of your request. It is important to note this form is only considered an application until approved. To ensure timely approval the application must be received a minimum of thirty (30) days prior to the requested date of the event.
If it is determined that police officer(s) are required, the applicant will be contacted to discuss coverage and billing arrangements. In the event of cancellation, with less than 72 hours notice, a 2-hour per officer charge will be assessed.
