The Housing and Community Vitality Department allocates Community Development Block Grant funds to strengthen neighborhoods, facilities, and businesses. 

Community Development Block Grant (CDBG) funds are provided by the U.S. Department of Housing and Urban Development (HUD) to improve local communities by providing decent housing, improved infrastructure, public facilities and services, and improved economic opportunities. Federal law requires that these housing and community development grant funds meet a national objective by benefitting primarily low- and moderate-income residents, preventing or eliminating slums or blight, or by meeting an urgent need from a declared disaster. 

CDBG Public Facilities funds are awarded through competitive application process and direct awards to public agencies and nonprofit organizations that manage facilities that serve the public.

NAMI Headquarters

The City's Housing and Community Vitality Dept. supported the headquarters renovation for NAMI Colorado Springs with CDBG funds.  City's contribution of $130,250 helped catalyze the whole project, and funded upgrading the bathrooms to full ADA compliance, providing accessibility at NAMI's new headquarters, which will expand their services and provide a space for community gatherings, trainings, and family supportive resources.

Springs Rescue Mission Campus Expansion

The Housing and Community Vitality Department provided a critical infusion of CDBG funds early in Springs Rescue Mission’s capital campaign to expand its campus including a new Welcome Center and Dining Hall to serve people experiencing homelessness.

Peak Vista Health Center

CDBG funds supported Peak Vista’s Tejon Medical Clinic, which provides comprehensive, whole-person health to people experiencing homelessness, at risk of homelessness, and residents of the surrounding neighborhoods.  Services include primary medical (six exam rooms), dental (two operatories), behavioral health (two counseling rooms), care management, and resource navigation.

Accessible Bus Stops

Funds supported improvement of 33 Mountain Metro Transit bus stops in low-to-moderate income neighborhoods through accessibility upgrades and the removal of barriers to allow access for people with disabilities.
