Emergency Rental Assistance Program

The Emergency Rental Assistance (ERA) programs makes funding available to assist households that are unable to pay rent or utilities. ERA 1 & 2 are funded respectively by the U.S. Congress through the COVID-19 relief package passed in December 2020 and the American Rescue Plan Act (ARPA) passed March 2021. The City of Colorado Springs received.

The City of Colorado Springs is pleased to partner with Catholic Charities to implement the second round of our Emergency Rental Assistance Program (ERAP) funding. Funded by the American Rescue Plan Act, ERAP is designed to assist low-income renters impacted by the direct and indirect economic effects of the coronavirus pandemic.

This program aims to stabilize households by assisting with rent, utilities, and other costs associated with housing for a limited amount of time.

Catholic Charities will manage applications and pay all approved requests on behalf of the City of Colorado Springs as of October 10, 2022. The program will remain in place while funds are available. The application process is online through the Neighborly platform. Application materials are available in Spanish, as well.

HOME-ARP 

A portion of the 2021 American Rescue Plan Act funds went to the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships (HOME) program to carry out activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include the following.

  • Development and support of affordable housing, 
  • Tenant-based rental assistance (TBRA), 
  • Provision of supportive services, and 
  • Acquisition and development of non-congregate shelter units

What is the HOME-ARP Allocation Plan?

As a HOME program grantee, the City of Colorado Springs will receive $5,741,978 from HUD to benefit our community’s most vulnerable members. These funds are known as HOME-ARP funds and the City is required to craft a plan with public input on how to spend it.
