The Community Development Division works to preserve neighborhoods by coordinating and funding capital improvements within five geographical target areas throughout Colorado Springs.  Projects include sidewalks, ADA curb ramps, pedestrian crossing signals, park and trail improvements, street lighting, and paving.
 
The Capital Improvement Program (CIP) is funded by Community Development Block Grants (CDBG), providing direct, measurable benefits to disadvantaged neighborhoods.  Funds are used to make infrastructure improvements in residential areas. Improvements must be located in census tracts with a 51% or more low- and moderate-income population (see census tract map) or must remove barriers to mobility or accessibility for the elderly or disabled.
