CHDO Certification Purpose

The purpose of this certification is to determine if an organization qualifies under the guidelines established by HUD as a Community Housing Development Organization (CHDO) pursuant to Subpart A Section 92.2 of the HOME Final Rule (24 CFR 92).

Organizations that apply to the City for HOME funding under the CHDO set-aside must be certified as a CHDO upon the commitment of HOME funds by the City. There is no general certification that an organization is a CHDO. An organization can only be certified as a CHDO with an approved application for a CHDO set-aside eligible project. Information obtained from this certification request package will be used only to determine an organization’s eligibility as a CHDO and is not an approval for funding. 

CHDO Operating Grant Purpose

The City can allocate up to 5 percent of its annual HOME allocation to provide operating expenses for certified CHDOs that are receiving CHDO set-aside funds for affordable housing development. The funding is intended to assist CHDOs that can demonstrate a need for general operating support.
