The PlanCOS Process

Phase One: Foundation

Summer and Fall 2016

  • Introduce the Comprehensive Plan process to the community. The community will be asked to give input about their feelings about Colorado Springs as well as share ideas and concerns. 
  • Review existing plans through a plan audit that will help the City decide what current goals, policies, tools, and actions should be carried over into the Comprehensive Plan Update.
  • Presentations about key trends. These sessions will be educational, thought provoking, and encourage people to discuss how changing demographics will affect the future. Attendees will help identify opportunities and weaknesses based on these trends for Colorado Springs.

Phase Two: Vision

Fall 2016 and Winter 2017

  • Using the results gathered from community members in Phase 1, a summary of community values will be generated. The summary will have overarching vision statements and goals that provide direction for each element of the Comprehensive Plan. The vision will be illustrated to visually represent what has been heard from the public, stakeholders, city staff, and elected officials. The vision will set the foundation for the Comprehensive Plan.
  • One main event and mini workshops that focus on the values of Colorado Springs. The events will focus on the importance of civic engagement and the values that the community has expressed during the initial stages of the project. Mini Workshops will engage residents in the refinement of the vision. 

Phase Three: Plan Framework + Policy Basis

Winter and Spring and Summer 2017

  • With the vision set, geographic, process and policy oOpportunities and constraints for commercial and neighborhood areas within the community will be identified that contribute to and reflect Colorado Springs’s goals for the future.
  • District and neighborhood boundaries will be reevaluated and a brief description for each distinct land use pattern, including a discussion of the current character, form, and urban design; economic, social, and environmental conditions; and potential direction for the future will be developed.
  • Through a fiscal analysis, key metrics on the provision of housing, infrastructure, health care, education, job creation and economic development will be used to evaluate land use options.
  • A large-scale community-wide event will allow participants to learn about the plan structure and specific opportunities and policy direction identified for the Comprehensive Plan.

Phase Four: Strategies + Plan Development

Summer and Fall 2017

  • This crucial task is the bridge between vision and implementation, during which require actions and strategies are defined to employ in their implementation.
  • In partnership with co-creators, the Steering Committee and Technical Staff Team, the planning team will identify and prioritize administrative actions for achieving implementation, which include regulatory reform, the formation of improvement districts, public/private partnerships, or other administrative entities.
  • The Plan will include an adaptive management framework to track accountability, follow through, and future effectiveness of the Plan’s actions.
  • An anticipated template and structure for future neighborhood planning processes will be established that can document specific neighborhood context, opportunities, and implementation priorities.

Phase Five: Draft + Final Plan

Winter and Spring 2018

  • All of the above sections will be compiled into an innovative, streamlined, navigable and graphically appealing Comprehensive Plan.
  • A series of events will celebrate and highlight the 2-year planning process. Attendees and participants will have the opportunity to review and comment on the Draft Plan document.
  • The public will have an opportunity to comment at two public hearings, with the Planning Commission and City Council.
  • Upon document adoption and finalization, the Comprehensive Plan will be also converted into a “living” web-based component that will be interactive, and easily understandable and navigable.Timline for planCOS
