1. On 03/01/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Public Right of Way - Accessible Routes

The accessible path of travel has cross slopes greater than 2%.

Surface cross slopes shall not exceed one unit vertical in 48 units horizontal (2-percent slope). When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp.

As Built:

The section of the accessible route that runs down Stillwell from the northwest property line of the park east to the triangular convergence of paths near Stillwell and Scarborough has three pads of concrete with high cross slope, one measuring 2.5% and two more measuring 2.6%.

Recommendation:

Remove and replace concrete to compliance. The two pads with 2.6% are part of the ramp landing. The replacement and the cost associated is detailed in the ramp finding entry.

There is 3/4" vertical displacement between the asphalt street and the gutter of the curb ramp.
There is a 1" gap all around the bollard.
There is a 1/2" deep divot measuring approximately 3" x 5" at the bottom of the ramp face.
No level landing (2 pads with slopes measuring 2.6%).
There is up to 1/2" vertical lift from ramp face to landing.

2011 PROWAG Section R302.7.2
Vertical surface discontinuities shall be 13 mm (0.5 in) maximum. Vertical surface discontinuities between 6.4 mm (0.25 in) and 13 mm (0.5 in) shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.Advisory R302.7.2 Vertical Surface Discontinuities. The allowance for vertical surface discontinuities is for occasional expansion joints and objects such as utility covers, vault frames, and gratings that cannot be located in another portion of the sidewalk outside the pedestrian access route. However, objects such as utility covers, vault frames, and gratings should not be located on curb ramp runs, blended transitions, turning spaces, or gutter areas within the pedestrian access route. This may not always be possible in alterations, but should be avoided wherever possible. Vertical surface discontinuities between unit pavers should be minimized.

There is 1/2" vertical displacement in the sidewalk near the triangular convergence of paths near Stillwell and Scarborough.

Recommendation:

Grind to less than 1/2".

Recommendation:

Remove and replace the three pads with a high cross slope. It is not likely feasible to achieve a compliant running slope on this stretch due to the existing terrain. Flatten the others as much as feasible.

Play Area - The surface of the pedestrian access route is not firm, stable, and slip-resistant due to sand spilling onto the sidewalk. There is a small sand pit, but the remaining play area is engineered wood fiber.

Restroom

The portable public restroom is not compliant as it is not an accessible-sized unit. The enclosure is only 62" and may not accommodate an accessible-sized unit.

If sanitary facilities are provided, they must be made accessible to persons with disabilities. If public restrooms are desired, It is recommended that the portable unit be replaced with a permanent built in compliant restroom. The utilization of an accessible portable unit may be a temporary solution and is not recommended as a permanent solution.

Where a floor level is not required to be connected by an accessible route, the only toilet rooms or bathing rooms provided within the facility shall not be located on the inaccessible floor. Side - the reach range is 15" (low) - 48" (high) and the maxim height of any obstruction is 34". If the obstruction depth is between 10" - 24", the reach height maximum is 46".

Recommendation:

Address this when the concrete is made to 2% or less. We will need to pour the pad in towards the trashcan so that is within 24".

Side - the reach range is 15" (low) - 48" (high) and the maxim height of any obstruction is 34". If the obstruction depth is between 10" - 24", the reach height maximum is 46".
