SUBJECT: Street Division - Operations Administration Office Self-Evaluation

1. On 05/11/2016, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Exterior - Accessible Routes

The walkway contains abrupt vertical edges and/or variations over a 1/4 inch. On one side of the panel is 3/4" displacement, and on the other side is 2-1/2" displacement.

1/4 inch is the maximum vertical rise. Changes in level between 1/4 inch and 1/2 inch must be beveled at 1:2 or less.

Changes in level greater than 1/2 inch must be by way of a ramp.

The accessible path of travel contains cross slopes greater than 2%.

Surface cross slopes shall not exceed one unit vertical in 48 units horizontal (2-percent slope). When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as ramp.

There are multiple issues with this curb ramp including:
There are gaps around the ramp between 1/2"-1 1/2" wide. There is 1/2" to 3/4" lip at the gutter of the curb ramp and up to 1" vertical displacement at the top of the ramp.
Ramp transitions should be flush with no gaps exceeding 1/2".

The ramp projects into a prohibited area. The ramp leads to a car parking area. It can be blocked if car parked there.

Ramps shall be located so that they do not project into vehicular traffic lanes, parking spaces, or parking access aisles.

Curb ramps and the flared sides of curb ramps shall be located so that they do not project into vehicular traffic lanes, parking spaces, or parking access aisles. Curb ramps at marked crossings shall be wholly contained within the markings, excluding any flared sides.

The landing at the entrance door exceeds 2% slope. It goes from level to the slope of the ramp.

Exterior doors with a front approach must have a landing on the pull side that is a minimum of 60 inches in depth perpendicular to the door in a close position by a minimum width dimension of 18 inches plus the door width. The additional 18 inches must extend past the door on the latch side. The entire landing must be free of obstructions and must be flat (2% max. slope is considered flat in any direction).

The door bell is too high and is out of the maximum reach range for a side approach. The bell is mounted at 59" high; the mail box is 11-1/2" deep and 49" high.

Where a clear floor or ground space allows a parallel approach to an element and the high side reach is over a 10 inch maximum depth obstruction the high side reach shall be 48 inches maximum. The height of the obstruction shall be 34 inches maximum.

Where a clear floor or ground space allows a parallel approach to an element and the high side reach is over an obstruction, the height of the obstruction shall be 34 inches (865 mm) maximum and the depth of the obstruction shall be 24 inches (610 mm) maximum. The high side reach shall be 48 inches (1220 mm) maximum for a reach depth of 10 inches (255 mm) maximum. Where the reach depth exceeds 10 inches (255 mm), the high side reach shall be 46 inches (1170 mm) maximum for a reach depth of 24 inches (610 mm) maximum

Recommendation:
Ideally, the bell should be lowered to 48" maximum and the mail box should be relocated to not obstruct the area required at the door.

Exterior - Parking

The access aisle is missing at the accessible parking stall.

Access aisles serving parking spaces shall adjoin an accessible route. Two parking spaces shall be permitted to share a common access aisle.

Car parking spaces shall be 96 inches (2440 mm) wide minimum and van parking spaces shall be 132 inches (3350 mm) wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with 502.3.

Recommendation:
Restripe the parking to provide either an 11'-0" wide parking stall with a 5'-0" wide access aisle, or an 8'-0" wide parking stall with an 8'-0" wide access aisle.

The van stall is missing a sign identifying it as a van accessible stall.

Parking space identification signs shall include the International Symbol of Accessibility. Signs identifying van parking spaces shall contain the designation "van accessible."

Signs identifying van parking spaces shall contain the designation "van accessible." Signs shall be 60 inches (1525 mm) minimum above the finish floor or ground surface measured to the bottom of the sign.

Recommendation:
Since only one accessible parking stall is required, it is required to be van accessible. Install a van accessible sign on the existing post no lower than bottom edge 60" high.

Interior - Office

The door has a door stop which prevents it from having a smooth surface at the bottom.

Swinging door surfaces within 10 inches of the finish floor or ground measured vertically must have a smooth surface on the push side extending the full width of the door. Parts creating horizontal or vertical joints in these surfaces shall be within 1/16 inch of the same plane as the other. Cavities created by added kick plates shall be capped. This is required to allow those that use wheelchairs to use their footrests to push the door open without getting trapped or injured by the gate material. All gates, including ticket gates, shall meet all applicable specifications for doors.

Interior - Restrooms

The owner or owners representative indicated that no public restrooms were available, however there was a non compliant restroom labeled as accessible and available to the public. If the restroom is desired to be an employee only restroom, it is recommended that the door be locked, the signs be removed and replaced with a new sign that that sates "employees only" or "private area". Any future improvements may be required under Title I of the ADA for work place reasonable accommodations.

Bathing and toilet facilities that serve buildings, facilities or portions of buildings or facilities that are required by these standards to be accessible to persons with disabilities, shall be on an accessible route.

Where toilet facilities and bathing facilities are provided, they shall comply with 213. Where toilet facilities and bathing facilities are provided in facilities permitted by 206.2.3 Exceptions 1 and 2 not to connect stories by an accessible route, toilet facilities and bathing facilities shall be provided on a story connected by an accessible route to an accessible entrance.

Provide signage indicating the restrooms are for employee use only.
