SUBJECT: Memorial Park Family Aquatic Center Self-Evaluation

1. On 03/12/2020, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Exterior - Parking

BFID: 190017

The 1st space (north space) At the narrow portion by the drain the the space is 7'5" and at the widest it is 9'7". The drain has 5"x1" holes, extreme grade up to 11% running slope near drain and high cross slope up to 6.5%, the cut out patch is sinking and is 3" lower than surrounding asphalt, edges have up to 2" vertical displacement. The sign isn't centered and is a brown, arrow sign indicating a range of parking.

Recommendation:
Take space out due to presence of the drain and extreme slope issues. We may be able to use a portion of this space as either a regular parking space or accessible parking stall or access aisle if repaved.

The access aisle is 6'9" wide, with a running slope up to 5.3 and cross slope is 4.4%, near the gutter pan there is 1.5" of vertical displacement since asphalt is lower than the gutter pan and the repair has an area that is 3'9" x 2'5" x 1/2" vertical displacement.

Recommendation:

Parking space identification signs shall include the International Symbol of Accessibility (ISA). Signs identifying van parking spaces shall contain the designation "van accessible." All signs shall be 60 inches minimum above the finish floor or ground surface measured to the bottom of the sign.

Signs shall be 60 inches (1525 mm) minimum above the finish floor or ground surface measured to the bottom of the sign.

Recommendation:
Add sign and probably replace the asphalt since most if not all of the asphalt in this area will need to be replaced.

An accessible parking stall's access aisle must be a minimum of 5 feet wide measured from centerline to centerline.

Where the access aisle is not adjacent to another parking space or access aisle, measurements shall be permitted to include the full width of the line defining the access aisle.

The curb ramp has a gutter slope of 9.9% that connects to broken asphalt up to 7" wide which is 1.25" deep. Ramp face running slope is 13% with a landing that has a 2.9% running slope and a 4.6% cross slope. Further one flare is very high with no delineation.
