Citation:
2011 PROWAG Section R208.1
Detectable warning surfaces complying with R305 shall be provided at the following locations on pedestrian access routes and at transit stops:
1. Curb ramps and blended transitions at pedestrian street crossings;
2. Pedestrian refuge islands;
3. Pedestrian at-grade rail crossings not located within a street or highway;
4. Boarding platforms at transit stops for buses and rail vehicles where the edges of the boarding platform are not protected by screens or guards; and
5. Boarding and alighting areas at sidewalk or street level transit stops for rail vehicles where the side of the boarding and alighting areas facing the rail vehicles is not protected by screens or guards.Advisory R208.1 Where Required. On pedestrian access routes, detectable warning surfaces indicate the boundary between pedestrian and vehicular routes where there is a flush rather than a curbed connection. Detectable warning surfaces should not be provided at crossings of residential driveways since the pedestrian right-of-way continues across residential driveway aprons. However, where commercial driveways are provided with yield or stop control, detectable warning surfaces should be provided at the junction between the pedestrian route and the vehicular route. Where pedestrian at-grade rail crossings are located within a street or highway, detectable warning surfaces at the curb ramps or blended transitions make a second set of detectable warning surfaces at the rail crossing unnecessary.
Detectable warning surfaces are not intended to provide wayfinding for pedestrians who are blind or have low vision. Wayfinding can be made easier by:
•Sidewalks that provide a clear path free of street furniture;
•Visual contrast between walking and non-walking areas (e.g., planted borders);
•Route edges that are clear and detectable by cane;
•Direct pedestrian street crossings and curb ramps that are in-line with direction of travel;
•Small corner radiuses that permit pedestrian street crossings to be as short and direct as possible;
•Orthogonal intersections that facilitate navigation using parallel and perpendicular vehicle sound cues;
•and barriers where pedestrian travel or crossing is not permitted.

The triangular junction on the northeast side of the park near Kettle Drum St. has the following issues:
Turn A has a slope measuring 4.8%.
Turn C has a slope measuring 7.1%.
Route section 1 has eight pads of concrete with high cross slope between 3.1% and 5.5%, and one pad with high running slope measuring 8.8%.
Route section 2 has six pads of concrete with high running slope between 7.1% and 10.7%.
Route section 3 has six pads of concrete with high running slope and/or cross slope. Cross slope is between 2.5% and 3.8% on five pads, while running slope measures between 11.2% and 12.1% on three pads.
Recommendation:
Replace non-compliant turning spaces so that they have a less than 2% slope in all directions. Replace the connectors between these turning spaces so that they have cross slopes less than 2% and the one pad on section 1 with high running slope. It is not feasible to achieve a compliant running slope on sections two and three due to the existing terrain. The running slope of walking surfaces shall not be steeper than 1:20. The cross slope of walking surfaces shall not be steeper than 1:48.
As Built:
This path, which runs from the drinking fountain down to the turn to the skate park or basketball/multi-use court, has 20 pads of concrete with high cross slope and/or running slope. Cross slope measures between 2.3% and 5.3% on 15 pads while running slope is between 6.2% and 8.9% on nine pads.
Recommendation:
Remove and replace concrete with high cross slope. It is not feasible to achieve a compliant running slope due to the existing terrain.
This park and all the elements beyond those along Kette Drum Dr. should be designated as not compliant due to excessive running slope. Making the elements within the park accessible would require a complete redesign and rebuild of the park.
Barrier Priority:
High (1): Should be completed immediately. (Includes findings that have little or no cost, were in violation of the codes at the time of construction, or pose an imminent safety threat)

The drinking fountain has multiple violations.
Drinking fountains must be on an accessible route that provides a 30 inch by 48 inch clear floor space centered on the low unit, allowing a forward approach.
Spout outlets shall be 36 inches maximum above the finish floor or ground. Spout outlets of drinking fountains for standing persons shall be 38 inches minimum and 43 inches maximum above the finish floor or ground. The spout shall be located 15 inches minimum from the vertical support and 5 inches maximum from the front edge of the unit, including bumpers. The spout shall provide a flow of water 4 inches high minimum and shall be located 5 inches maximum from the front of the unit. The angle of the water stream shall be measured horizontally relative to the front face of the unit. Where spouts are located less than 3 inches of the front of the unit, the angle of the water stream shall be 30 degrees maximum. Where spouts are located between 3 inches and 5 inches maximum from the front of the unit, the angle of the water stream shall be 15 degrees maximum. Operable parts shall comply with applicable standards.
