SUBJECT: Bijou Parking Garage (Enterprise) Self-Evaluation

1. On 02/08/2024, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

With the power off, the door does not open with a maximum force of a 15 lbs to release a latch, if equipped with a latch, 30 lbs to set the door in motion, and 15 lbs to fully open the door.

Interior doors shall have a maximum opening force of 5 pounds.

These forces do not apply to the force required to retract latch bolts or disengage other devices that hold the door or gate in a closed position. Door closers and gate closers shall be adjusted so that from an open position of 90 degrees, the time required to move the door to a position of 12 degrees from the latch is 5 seconds minimum.

Door and gate spring hinges shall be adjusted so that from the open position of 70 degrees, the door or gate shall move to the closed position in 1.5 seconds minimum.

Fire doors shall have a minimum opening force allowable by the appropriate administrative authority. The force for pushing or pulling open a door or gate other than fire doors shall be as follows: 1. Exterior - Accessible Routes

The largest opening in the sidewalk panel is 6" by 3" by 1-1/4" deep. The rebar is visible through the deteriorated concrete. Since the last evaluation of this facility in 2017, the depth of the spalling has increased from 3/4" to 1-1/4" deep.

The surface of the pedestrian access route has openings greater than 1/2 inch.

Horizontal openings in gratings and joints shall not permit passage of a sphere more than 13 mm (0.5 in) in diameter.

The support beams extend down too close to the route of travel. This facility was built prior to 1991 and we can only do what is technically feasible. Vans with internal automated ramps require 98" clear headroom.

Parking - 1st floor

The physical therapy parking is not located on the shortest accessible route to the accessible building entrance. Patients are required to navigate through the east vehicle entrance from S. Nevada.

Accessible parking spaces serving a particular building shall be located on the shortest accessible route of travel from adjacent parking to an accessible entrance. In buildings with multiple accessible entrances with adjacent parking, accessible parking spaces shall be dispersed and located closest to the accessible entrances.

The measurements of parking spaces and access aisles shall be made from the centerline of the markings. Where the parking space is not adjacent to another parking space or access aisle, the measurement shall be permitted to include the full width of the line defining the parking space.

Alternatively, the stall can be 11 feet wide minimum and the access aisle may be 5 feet wide.
