SUBJECT: Villa Loma Park Self-Evaluation

1. On 12/02/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

There are multiple issues with this curb ramp including:

The surface is heavily fractured including a 16" long by 4" wide by 1/2" deep divot at the base of the ramp.

The ramp is only 30" wide.

The running slope of the ramp face/curb is 9.7%.

There is not a level landing (9.2%).

There is no connector on the opposite side of the street / the route runs through a gutter pan.

There is a significant amount of debris built up in the gutter pan.

The accessible route has running slopes greater than 5% and has not been constructed as a ramp (i.e. handrails,edge protection, etc.). Cross slopes are greater than 2% across the width of the walk.

When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp. Surface cross slopes must not exceed 1 unit vertical in 48 units horizontal (2-percent slope).

Recommendation:
Remove and replace this path to compliance. Lower humped middle of the path and build retaining walls on each side to achieve a compliant slope into the playground.

Surface cross slopes shall not exceed one unit vertical in 48 units horizontal (2-percent slope). When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp.

The surface of the pedestrian access route has vertical discontinuities greater than 1/2 inch or between 1/4 inch and 1/2 inch that are not beveled. There is another area that has a 2" wide gap, which is 1" deep and up to 3/4" vertical displacement. The large gap is 7 pads long.

2011 PROWAG Section R302.7.2
Vertical surface discontinuities shall be 13 mm (0.5 in) maximum. Vertical surface discontinuities between 6.4 mm (0.25 in) and 13 mm (0.5 in) shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.Advisory R302.7.2 Vertical Surface Discontinuities. The allowance for vertical surface discontinuities is for occasional expansion joints and objects such as utility covers, vault frames, and gratings that cannot be located in another portion of the sidewalk outside the pedestrian access route. However, objects such as utility covers, vault frames, and gratings should not be located on curb ramp runs, blended transitions, turning spaces, or gutter areas within the pedestrian access route. This may not always be possible in alterations, but should be avoided wherever possible. Vertical surface discontinuities between unit pavers should be minimized.

Recommendation:
Remove and replace the trail as needed.

The path of travel exceeds the maximum allowable cross and running slope requirements. It also contains changes in level and/or gaps that exceed the allowable maximum requirements. The path of travel does not meet the minimum width requirements for clearances, turning spaces, and/or passing spaces. The floor or ground surface is not firm, stable, and slip resistant.

Walking surfaces that are a part of an accessible route shall comply with 403.

Recommendation:
Do nothing at this time as the route into the park off of Escapardo Way is shorter and more feasible to make compliant. This is also a section of the trail system which is not required to be compliant under the ADA.

Landings shall be provided at the tops of curb ramps. The landing clear length shall be 36 inches (915 mm) minimum. The landing clear width shall be at least as wide as the curb ramp, excluding flared sides, leading to the landing.

Recommendation:

Play Areas

The surface of the play area is sand. There is poured in place surface at each play area as well. Where the surface meets the adjacent sidewalk is a gap up to 1" deep by 1-1/2" wide. The side flares of the surface are up to 18%.

The sand area is about 3700 square feet. There is about 375 square feet of poured in place surface.

Floor and ground surfaces shall be stable, firm, and slip resistant and shall comply with 302.

Recommendation:
Provided engineered wood fill in lieu of sand. Either replace the poured in place surface to provide maximum 10% side flares, or keep the wood fill raked up to the sides.
