SUBJECT: Villa Loma Park Self-Evaluation
1. On 12/02/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.
2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:
Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones
3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

There are multiple issues with this curb ramp including:
The surface is heavily fractured including a 16" long by 4" wide by 1/2" deep divot at the base of the ramp.
The ramp is only 30" wide.
The running slope of the ramp face/curb is 9.7%.
There is not a level landing (9.2%).
There is no connector on the opposite side of the street / the route runs through a gutter pan.
There is a significant amount of debris built up in the gutter pan.

The accessible route has running slopes greater than 5% and has not been constructed as a ramp (i.e. handrails,edge protection, etc.). Cross slopes are greater than 2% across the width of the walk.
When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp. Surface cross slopes must not exceed 1 unit vertical in 48 units horizontal (2-percent slope).

As Built:
The sidewalk into the park from Escapardo has 20 out of 21 pads of concrete with excessive running slope and/or cross slope. The path rises from the street then descends back down to the playground, 12 pads exceed 5%, 9 pads exceed 8.33%, the high is 12.3%. There are 11 pads with high cross slopes. 3 are at or over 3% with the high being 3.9%.
Recommendation:
Remove and replace this path to compliance. Lower humped middle of the path and build retaining walls on each side to achieve a compliant slope into the playground.

The sidewalk from the closest park entrance near Escapardo has 4 out of 7 pads of concrete with excessive cross slope. The path runs in front of the playground. 3 of the 4 pads are 3% or greater.
Recommendation:
Fix pads to 2% or less cross slope.

The surface of the pedestrian access route has vertical discontinuities greater than 1/2 inch or between 1/4 inch and 1/2 inch that are not beveled. There is another area that has a 2" wide gap, which is 1" deep and up to 3/4" vertical displacement. The large gap is 7 pads long.

The Homestead Trail has several areas of fracturing. The only area assessed was from Inspiration Drive to the play area.
Recommendation:
Remove and replace the trail as needed.

This section of the trail provides access to the playground from Inspiration Dr., however, it has multiple issues including: It isn't firm, stable and slip-resistant (lots of sand), high cross slopes, and 1 area of drainage with extremely high running slopes and a high cross slope.
-The high cross slope and/or running slope on 77 out of 84 pads of concrete. 50 of the pads exceed cross slopes of 3%.
-A storm drain canal running across the path results in a running slope as high as 23.1% and a cross slope of 6.7%.
-Dirt and debris exist on about 14 pads.
Recommendation:
Do nothing at this time as the route into the park off of Escapardo Way is shorter and more feasible to make compliant. This is also a section of the trail system which is not required to be compliant under the ADA.

The surface of the play area is sand. There is poured in place surface at each play area as well. Where the surface meets the adjacent sidewalk is a gap up to 1" deep by 1-1/2" wide. The side flares of the surface are up to 18%.
