SUBJECT: Bluestem Prairie Open Space Self-Evaluation

1. On 11/04/2020, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

4. A copy of this report will be maintained by the Office of Accessibility. There is no accessible route to and through the park. There are two designated entry points and neither is accessible.

At least one accessible route shall connect accessible buildings, accessible facilities, accessible elements, and accessible spaces that are on the same site.

Recommendation:
Do nothing at this time. This may be a good place to create an accessible trail do to the level terrain.

The parking space is in not nearly compliant.

The parking space does not have the proper identifications signs. The parking space is missing an adjacent access aisle and has a high cross slope.
Citation:
2010 ADAS Section 502.1
Car and van parking spaces shall comply with 502. Where parking spaces are marked with lines, width measurements of parking spaces and access aisles shall be made from the centerline of the markings.
2010 ADAS Section 502.1 Exception
Where parking spaces or access aisles are not adjacent to another parking space or access aisle, measurements shall be permitted to include the full width of the line defining the parking space or access aisle.
Recommendation:
The space should be fixed to include making level, adding an access aisle (we need 8' wide), adding signage / van access sign.

Normally at least one accessible route shall be provided within the site from accessible parking spaces and accessible passenger loading zones; public streets and sidewalks; and public transportation stops to the accessible building or facility they serve.

At least one accessible route within the site shall be provided from public transportation stops, accessible parking, accessible passenger loading zones, and public streets or sidewalks to the accessible building entrance served.
2010 ADAS Section 206.2.1
At least one accessible route shall be provided within the site from accessible parking spaces and accessible passenger loading zones; public streets and sidewalks; and public transportation stops to the accessible building or facility entrance they serve.
Recommendation:
Keep as is. There is no requirement or expectation for public way access at this location.

There is no accessible route to the trash can. The trash is on a high dirt slope.

2010 ADAS Section 203.9
Spaces and elements within employee work areas shall only be required to comply with 206.2.8, 207.1, and 215.3 and shall be designed and constructed so that individuals with disabilities can approach, enter, and exit the employee work area. Employee work areas, or portions of employee work areas, other than raised courtroom stations, that are less than 300 square feet (28 m2) and elevated 7 inches (180 mm) or more above the finish floor or ground where the elevation is essential to the function of the space shall not be required to comply with these requirements or to be on an accessible route.
Recommendation:
Explore moving this and or making access to this once the parking is fixed.
Barrier Priority:
Low (4): Should be completed as soon as possible due to being a technical violation, but may not result in providing greater access to persons with disabilities. (Includes findings that are technically violations but provide a moderate to low increase in accessibility compared to the financial impact on the entity)
