SUBJECT: City Hall Parking Lot Self-Evaluation

1. On 06/28/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

4. A copy of this report will be maintained by the Office of Accessibility. Findings

Exterior - Parking

The existing accessible parking space is 7'-5" wide measured to the edge of the asphalt, or 8'-4" if the gutter is included. However, there is a 1" lip between the asphalt and concrete; the gutter cannot be included in the parking space width unless the asphalt is repaired. A van accessible space needs to be 8'-0" wide.
The existing access aisle is 8'-6" wide, and only needs to be 8'-0" wide.

The accessible parking stall is not wide enough.
Each parking space must be at least 8' feet wide and shall be marked to define the width.

The measurements of parking spaces and access aisles shall be made from the centerline of the markings. Where the parking space is not adjacent to another parking space or access aisle, the measurement shall be permitted to include the full width of the line defining the parking space.
Citation:

Car parking spaces shall be 96 inches (2440 mm) wide minimum and van parking spaces shall be 132 inches (3350 mm) wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with 502.3.

Recommendation:
Cut out and patch back parking space asphalt to create smooth transition to concrete gutter pan. Re-stripe to create 8' wide parking stall and 8' wide access aisle.

The required parking signage is mounted too low. In addition, the parking space is not designated as van accessible.

Parking space identification signs shall include the International Symbol of Accessibility (ISA). Signs identifying van parking spaces shall contain the designation "van accessible." All signs shall be 60 inches minimum above the finish floor or ground surface measured to the bottom of the lowest sign.

Parking space identification signs shall include the International Symbol of Accessibility complying with 703.7.2.1. Signs identifying van parking spaces shall contain the designation "van accessible." Signs shall be 60 inches (1525 mm) minimum above the finish floor or ground surface measured to the bottom of the sign.

Recommendation:
Install a van accessible below the accessible parking sign at the space, and increase the height so the bottom of the lowest sign is between 5'-0" and 7'-0" above the bottom of the adjacent curb.

The access aisle contains abrupt edges and surface irregularities over a 1/4 inches. The larger depression is 3/4" deep by 18" by 32".

Parking spaces and access aisles serving them shall be stable, firm, and slip resistant. Access aisles shall be at the same level as the parking spaces they serve. Changes in level are not permitted and shall not be sloped steeper than 2% in any direction.

Parking spaces and access aisles serving them shall comply with 302. Access aisles shall be at the same level as the parking spaces they serve. Changes in level are not permitted.

Recommendation:
Remove and replace the asphalt to provide a smooth transition. Restripe the access aisle as needed.
