SUBJECT: Fire Annex & Parking Self-Evaluation

1. On 12/12/2016, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Exterior - Parking

The striping and markings for the parking stalls and loading/unloading access aisle are dilapidated and in need of repair and/or maintenance.

There are approximately 30 parking spaces in the parking lot, although difficult to tell due to the deterioration of the striping. Based on 30 spaces, 2 accessible parking spaces are required, 1 of which should be van accessible.

Accessible parking spaces should be located on the shorted accessible route. Since this parking lot serves both the fire station and the annex, the accessible parking could be located in the middle.

Exterior - Accessible Routes

The running slope of the ramp is up to 16%; the maximum allowed is 8.33%.

There is a 1/2" lip and 1" gap between the curb ramp and the street gutter.

The curb ramp does not have detectable warnings.

The curb ramp slope exceeds the maximum running slope (Parallel to the direction of travel) allowable of 8.33%.

Curb ramps should have the least possible slope but in no case more than 8.3% (1:12).

Exterior - Entrance

The accessible route has running slopes greater than 5 percent across the width of the walk and has not been constructed as a ramp (i.e. handrails, edge protection, etc.).

When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp. Surface cross slopes must not exceed one unit vertical in 48 units horizontal (2-percent slope).

Recommendation:
Determine if feasible to fix this. The slope is right at the transition. The conference room door is controlled by staff and is either open or shut. Since this is a retrofit situation, the slope may be allowed to exceed 8.5% if less than 6" rise.

The side and rear grab bars are too high.

Grab bars shall be installed in a horizontal position, 33 inches minimum and 36 inches maximum above the finish floor measured to the top of the gripping surface and the space between the grab bar and the top of the tank shall be 1-1/2 inches minimum.

Grab bars shall be installed in a horizontal position, 33 inches (840 mm) minimum and 36 inches (915 mm) maximum above the finish floor measured to the top of the gripping surface, except that at water closets for children's use complying with 604.9, grab bars shall be installed in a horizontal position 18 inches (455 mm) minimum and 27 inches (685 mm) maximum above the finish floor measured to the top of the gripping surface. The height of the lower grab bar on the back wall of a bathtub shall comply with 607.4.1.1 or 607.4.2.1.

Recommendation:
Lower the grab bars.

The side grab bar does not extend far enough from the rear wall.

The side grab bar must extend at least 54 inches minimum beyond the rear wall and start a maximum of 12 inches from the rear wall. A 42 inch grab bar installed the maximum distance from the rear wall (12 inches) will leave the leading end 54 inches from the rear wall.

The side wall grab bar shall be 42 inches (1065 mm) long minimum, located 12 inches (305 mm) maximum from the rear wall and extending 54 inches (1370 mm) minimum from the rear wall.

Recommendation:
Remove and replace grab bar to compliance.
