SUBJECT: Munchkin Miniplay Self-Evaluation
1. On 10/04/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.
2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:
Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones
3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

As Built:
There is no accessible entry from Vehr and Pope Pl/Twain entrance. There is a 2" curb onto a 15% slanted curb onto gravel on a 5% grade. The turn pad has up to a 6.7% grade.
Recommendation:
Do nothing at this time. Install signage designating this route as not accessible.

The running slope of the sidewalk entering the park off of Vehr Dr. near Pope Pl is excessive with 26 pads of concrete with high running slope measuring up to 11.6% and excessive cross slope up to 3%.
Recommendation:

As Built:
Along the sidewalk entering the park off of Vehr Dr. near Pope Pl and Twain two pads have shifted causing a 2.5" vertical displacement.
Recommendation:
Although this route should be designated as not accessible, this is still a trip hazard. Grind to less than 1/2 bevel or replace the pads.

On the route into the park off of Vehr Dr. near Frost Dr., there are 60 pads of concrete, or approximately 300 linear feet, where there are areas of high running slope and cross slope. Running slope measures up to 9.7% running slope while the cross slope is as high as 5.2%.
Recommendation:
Explore if it is feasible to re-design this route to achieve a compliant running slope and remove and repair other pads that have a high cross slope. If feasible, a curb ramp would be required at the entrance from Vehr Dr. near Frost Dr.

As Built:
The path around the playground has 20 pads of concrete with a high running slope and/or cross slope. Running slope is as high as 11.1% while the cross slope is up to 4.5%.
Recommendation:
Remove and replace concrete to compliance. Especially all of the concrete up to and around the play area. The concrete on the other side that dead-ends can remain as is (round 7 pads).
