SUBJECT: City Playgrounds Self-Evaluation

1. With the assistance of Mr. Christopher Adams, Certified Playground Safety Inspector, the
Office of Accessibility conducted an accessibility review of playgrounds throughout the City of
Colorado Springs from January - June 2022. This review was in accordance with 1991/2010
ADA Standards for Accessible Design.

2. Playgrounds were rated as defined below:

Rating 1 - Not accessible. These playgrounds are surfaced with an inaccessible material or
missing an accessible route into the play area (bottom 10% of playgrounds).

Rating 2 - Less accessible. These playgrounds might be surfaced with an inaccessible
material, but (usually deteriorated) rubber tiles or poured-in-place surfacing provide some
access to play components (bottom 20% of playgrounds).

Rating 3 - Somewhat accessible. Playgrounds are surfaced with an inaccessible material with
access provided to play components by the addition of rubber tile or poured-in-place
surfacing, or with an accessible material (engineered wood fiber) that is not sufficiently
maintained (bottom 40% of playgrounds).

Rating 4 - Generally accessible. These playgrounds include an accessible surface material
(engineered wood fiber, artificial turf, or poured-in-place rubber) where defects can be
resolved by regular maintenance (top 60% of playgrounds).

Rating 5 - Most accessible. These playgrounds likely include either poured-in-place rubber
surfacing or artificial turf that is in good condition. Some of these playgrounds include ramps
to elevated play components in addition to or instead of transfer systems (top 10% of
playgrounds).

3. These ratings are assigned according to an evaluation of specifically the playgrounds and
their components. Elements outside the scope of this evaluation, such as available parking,
surrounding accessible routes, other amenities or programming conducted at the park, and
geographic distribution of the park must be considered to plan and prioritize future work
(reference Phases 14 & 15 for the City's evaluation of Community and Neighborhood Parks).
Corrective actions to these playgrounds will generally occur concurrent to efforts to correct
the findings identified in these other phases of the City's self-evaluation.

Note: Recommended corrections in some cases where needed will be modified when
appropriate. Corrections are developed in consideration of the “Program Access” provisions
of Title II, where applicable.

Playgrounds with a rating of “1” are not accessible. These playgrounds are surfaced with an inaccessible material (sand) and could be missing an accessible route into the play area. Rubber tile or poured-in-place surfacing (if provided) is deteriorated to the point that there are either gaps or changes in level throughout. A ramp or transfer system might not be provided to elevated play components.

*Some of these playgrounds are comprised of very few components, none of which are accessible.

Recommendation:
Recommendation: Replace inaccessible surface materials (sand) with surface material that can be accessible with proper installation and maintenance (engineered wood fiber). Where only ground level play components are provided, this will provide a compliant play area. Many of these playgrounds are old and due to be replaced; ensure that newly procured playground equipment includes compliant transfer systems and/or ramps. *These ratings are assigned according to an evaluation of specifically the playgrounds and their components. Elements outside the scope of this evaluation, such as available parking, surrounding accessible routes, other amenities or programming conducted at the park, and geographic distribution of the park must be considered to plan and prioritize future work (reference Phases 14 & 15 for the City's evaluation of Community and Neighborhood Parks).

These playgrounds might not include any elevated components, or the transfer steps to them or the accessible routes between them might not be compliant.

These playgrounds are surfaced with either an inaccessible material (sand), with access provided to play components by the addition of rubber tile or poured-in-place surfacing, or with an accessible material (engineered wood fiber) that is not sufficiently maintained. There are often either an insufficient number or variety of ground level play components provided to supplement elevated play components. However, there are not usually deficiencies associated with the components that are provided.

Playgrounds with a rating of “5” are the most accessible. These playgrounds likely include either poured-in-place rubber surfacing or artificial turf that is in good condition. Some of these playgrounds include ramps to elevated play components in addition to or instead of transfer systems.

*Some of these playgrounds may have otherwise been rated a “4”; however, some include either a greater number or a greater variety of components than others, which was assessed to be more desirable and thus, they are rated a “5”.

Recommendation:
Recommendation: For the purposes of this evaluation, playgrounds that rate a “4” are generally compliant, and playgrounds that rate a “5” include features such as ramps that increase their accessibility or are compliant and offer a greater number and variety of play components than others. All playgrounds should be improved to a rating of “4”, and playgrounds that rate a “5” should be distributed across the City. *These ratings are assigned according to an evaluation of specifically the playgrounds and their components.
