Liquor and Beer Licensing

Liquor and Beer Licensing in Colorado is dual-jurisdictional with both Colorado Department of Revenue and City of Colorado Springs licensing required.  All matters related to Liquor and Beer licensing, however, must be directed the Office of the City Clerk in the City of Colorado Springs.

Liquor and Beer License Application Packets are available in the City Clerk's Office or may be downloaded below. The new application packet includes the Colorado Springs City Code and Rules governing Liquor and Beer Business Licensing in Colorado Springs, as well as general information and an application checklist.  To review the City Liquor and Beer License Code, go to Chapter 2, Article 5, Part 1 of the City Code.  These law and rules are supplementary to the main governing laws and rules as outlined in Colorado Revised Statutes §12-46, §12-47, and §12-48 as well as Colorado Code of Regulations 1 C.C.R. 203-2.  These governing laws and rules may be viewed and downloaded from the Colorado Department of Revenue - Liquor Enforcement Division.

Completed applications with the applicable State and City fees must be submitted to the City Clerk’s Office only (do not send to the State). The office is located at 30 S. Nevada Avenue, Suite 101, Colorado Springs, CO  80903.

Businesses and individuals are prohibited from providing, selling, serving, allowing, or offering alcohol beverages to the public/patrons without a proper liquor license.  This applies whether or not the business charges, provides samples free of charge, or allows patrons to "self serve."

Liquor and Beer license hearings are scheduled the third Friday of each month at 9:00 A.M. in Division 2 of the Municipal Court Building, located at 224 E. Kiowa Street.
