2022 CDBG Public Services and ESG grant awards announced
The City of Colorado Springs Community Development Division has awarded more than $715,000 in grants to 12 Colorado Springs nonprofit organizations through two programs aimed to assist low- to moderate-income individuals and families.
In March 2022, the Division received over $1.5 million in requests for funding through the 2022 Community Development Block Grants (CDBG) Public Services and Emergency Solutions Grant (ESG) funds. These two programs are funded by the U.S. Department of Housing and Urban Development (HUD).
With only $475,000 available in 2022 Public Services funds and $240,000 in 2022 ESG funds, not all proposed projects could be funded. Applications go through a dual review process: first, an internal review by staff to determine basic eligibility followed by an external process in which members of the community help read and score applications.

- Lutheran Family Services ($26,000)
- Family Promise ($40,000)
- Center for Employment Opportunities ($25,000)

The Public Services program is one component of the City’s $3 million Community Development Block Grant (CDBG) allocation from HUD this year. CDBG Public Services funds projects that help low-income individuals or households. The 2022 awardees’ projects closely aligned with the City’s outlined priorities for 2022, which are housing stability, family health, and community resilience.
2022 Emergency Solutions Grant Awards
- The Place – Rapid Rehousing and Street Outreach for Homeless Youth ($96,347)
- Springs Rescue Mission – Emergency Shelter Operations ($35,000)
- Family Promise – Emergency Family Shelter Operations ($60,000)
The Emergency Solutions Grant (ESG) program assists individuals and families who are at risk of or experiencing homelessness. The program prioritizes low-barrier projects that help individuals quickly regain stability in permanent housing after experiencing a housing crisis or homelessness.
