According to the Department of Housing and Urban Development (HUD), families who pay more than 30 percent of their income for housing are considered cost burdened and may have difficulty affording necessities such as food, clothing, transportation and medical care.

The Community Development Division provides funding opportunities for non-profit and for-profit housing developers to assist with the development of affordable rental projects that serve both families and individuals. High priority is placed on projects that serve people with incomes at or below 60% of area median income and special needs populations. Affordable housing development includes new construction, acquisition and rehabilitation.

  • Increase the number of permanent supportive housing units

How to Apply for Funding

Applicants requesting Community Development funds to develop affordable rental housing are required to submit an Affordable Housing application. Before considering applying for funds, applicants should review the Affordable Housing Program & Underwriting Guidelines to become familiar with the priorities, processes and requirements associated with Community Development funds.

A pre-application meeting is strongly encouraged prior to submitting an application to the City of Colorado Springs to ensure compliance with all federal, state and local priorities and regulations. Applicants are encouraged to review these guidelines and meet with staff as early as possible in project process.
