Annual Action Plans
The Annual Action Plan guides the use of HUD grant funds for the coming program year. The plan is the result of consulting with various stakeholders, including agencies responsible for carrying out eligible projects and activities, local government representatives, interested community members, and advocacy groups for disadvantaged populations such as the disabled, individuals and families experiencing homelessness, and low-income seniors. The AAP lays out specific goals that address the community's priority needs.
The Consolidated Plan is a five-year plan and a response to federal requirements as set forth by the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan is intended to outline the five-year strategies necessary to address the housing, economic and community development needs of low and moderate-income residents of Colorado Springs. The Consolidated Plan informs the goals and objectives for each Annual Action Plan for the five-year period.
Consolidated Plan and Annual Action Plan
The 2020-2024 Consolidated Plan consists of many components – a community needs assessment, housing market analysis, strategic plan, public participation and consultation process, etc.—to provide the basis for a five-year plan with current data and community response to guide the goals . The 2020 Annual Action Plan is a component of the consolidated plan. It addresses how the City and its partners the City’s annual entitlement funds from HUD to achieve the goals.
Staff will go over proposed actions regarding the 2020-2024 Consolidated Plan and 2020 Annual Action Plan for the use of federal block grant funds received annually from the U.S. Department of Housing and Urban Development (HUD). CDD invites the public to discuss the proposed strategies and activities for the next five years and proposed projects for 2020 using federal Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) funds.

Past Consolidated Plans
The Comprehensive Annual Performance Evaluation Report (CAPER) is written after the completion of the program year on March 31st. CDD releases the CAPER for public review and comments before submittal to the U.S. Department of Housing and Urban Development. The CAPER will include the achievements of all of the CDBG, HOME, and ESG sub-recipients as obtained from their required reports and monitoring.
