The Impound evidence technicians are most often on the lot escorting tow drivers or at the window assisting customers.

Planning Your Visit
- Check this site in advance for planned closures due to Maintenance, Inventory, Training, Meetings, etc.
The lobby closes at 4 PM.
- The Impound does not allow personal property removals after 3:45 PM.
- The tow truck operator must be IN the lobby by 3:45 PM to tow out that day.
Impound Release Information
Requirements for Pickup
The Impound facility may have digital documentation on file from the Department of Revenue (DOR/DMV). Bring any documents you have with you to Impound, but if you do not have documentation, consult with the Impound staff on what additional documentation may be required.
To Drive the Vehicle Out
To drive the vehicle out, the owner must provide or Impound must have on file:
- Valid Registration
- Valid Insurance (digital accepted)
Valid Driver's License
Registration must match the plates on the vehicle. Claimant must be listed on registration (includes married persons). See below for Claim by Someone Other Than Owner.
To Have the Vehicle Towed Out
To have the vehicle towed out, the owner must provide:
- Valid Registration OR Title
- Valid Identification
- PUC licensed tow truck. Tow truck must be at the Impound Facility by 3:45 PM the day of tow out.
To Retrieve Personal Property From the Vehicle
To retrieve personal property from a vehicle, the owner must provide:
- Valid Registration or Title
- Valid Identification
- Property will not be released after 3:45 PM
Claim by someone other than the owner
Claim by someone other than the owner:
Owners may designate an authorized agent to retrieve the vehicle or property. Owner’s agent/designee must present:
- Vehicle ownership paperwork:
- Valid Registration (if driving out)
- Valid Registration or Title (if having towed out)
OR, confirm a digital version is on file with the Impound facility
- Owner authorization (ONE of the below):
- Power of Attorney or Notarized statement from the owner giving permission to remove the vehicle or property from the Impound facility.
Owners may email the Impound facility (impound@coloradosprings.gov) in advance a copy of their Valid ID or DL, along with a statement authorizing release of vehicle and/or property to a particular individual. Include Vehicle Identification Number (VIN) in email for reference.
Please Note:
Vehicles titled/registered in an owner's name may not be released to another individual without documentation, even if they are married / parents or show proof of marriage/birth certificate.
Vehicles titled in a business name can be released with documentation authorizing the individual claiming the vehicle (notarized statement on letterhead giving permission for the individual to obtain the vehicle, or a business representative listed on Active Secretary of State business search).
If you do not have any of the above, contact the Impound facility for further guidance.
If the owner is deceased
Requirements for Claiming Property of a Deceased Owner
- If an officer, detective, or coroner’s office advised you could claim items, please let the staff know and provide name/contact info for verification
- If you already have a POA, Notarized Statement, or Executor Documents, please let the staff know
- If none of the above, we need ONE of the following Executor Documents:
a. Estate Document (Will or Trust) stating named beneficiary/executor
i. If you are not named, you need a Notarized Statement from the named party to release to you
b. If Court Appointed Successor is designated, they must provide Collection of Personal Property by Affidavit (pursuant to C.R.S. 15-12-1201) listing names of appointed Successor and Decedent
c. If you have none of the above, you can provide: Notarized “COLLECTION OF PROPERTY BY AFFIDAVIT PURSUANT TO 15-12-1201, C.R.S. or other qualifying probate document authorizing beneficiary/executor of the Estate. Value of property must be less than listed in JDF998.

- Click Apply, and you will see the Guide (JDF998) and the Form (JDF999)
- We can also print these for you and/or email it to you
- Out-of-State claimants can obtain the form online and have it notarized in their state!
- This form does not need to be filed with the Courts, but you must meet the criteria in JDF998
Simply fill out the form, have it notarized, and bring it to evidence/impound with the below items:

Impound Lot Fees
If someone told you fees would be waived, only the Municipal Court or the Impound personnel may indicate accurate fee waiver processes and amounts. Please contact Impound personnel for accurate fee waiver information. See below for additional information on the Post Tow Hearing City Ordinance.***

City Ordinance 10.25.101 - 10.25.106 Removal and Impoundment of Vehicles

Per Colorado Springs City Ordinance 10.25.105 Impounded Vehicle; Post-Tow Hearing, the registered or legal owner, lienholder, or authorized agent of a vehicle which has been towed and impounded pursuant to the provisions of section 10.25.101 may request a hearing concerning the legality of the towing and impoundment by filing a written request with the Colorado Springs Municipal Court within ten days from the postmark on the notice.
Please see the full ordinance (linked above) for additional details, but here is the basic information below:
- You may bring your current registration or title and file a written request in person at the Colorado Springs Municipal Court, 224 E. Kiowa St., Room 108, within ten days of the date you received notice that your vehicle was impounded.
- This does not apply to any vehicle towed for evidence pending further investigation.
- Please bring any tow invoices/receipts as well as additional information you have about where your vehicle was towed, why, and vehicle/owner information.
- The hearing is conducted in an informal manner.
- Fees may either be waived entirely, partially, or not waived at all if there is an established preponderance of the evidence that there was probable cause for the impoundment.
Auctions
Auction Vehicles
Unclaimed vehicles will be auctioned 30 days after the date of the notice mailed to the last known address on file with state vehicle databases of the registered owner and/or lienholder as required by municipal ordinance.
Unclaimed vehicles meeting the criteria for disposal are auctioned per state and local laws and regulations. Unclaimed vehicles are either auctioned through propertyroom.com, or sold as scrap pursuant to state and local laws and regulations.
If you are interested in purchasing a vehicle, you must go through propertyroom.com, individual sales are not conducted at the Impound Lot.
Once a vehicle is offered for auction, it is no longer subject to claim by an owner/interested party.
If you have a vehicle at impound that is sold at auction, you are not responsible for any fees from the impoundment of that vehicle.

Impound Frequently Asked Questions (FAQ)
Why was my vehicle impounded?
See Colorado Springs Municipal Code 10.25.101, Authority to Impound Vehicles. The most common reasons are:
Parking/Abandoned
- Illegal parking
- A vehicle is left parked in the same place upon a street, highway, or alley continuously for a period of 72 hours. Vehicles not moved within 72 hours are considered abandoned. This is often the result of a neighborhood complaint.
Registration Violations
- The driver of the vehicle is reasonably suspected of using license plates unlawfully
- Vehicle is driven or parked upon a street, highway, or alley without proper license plates or a license permit, or driven or parked with an invalid or expired license permit.
Traffic crash/hazards
- Traffic crash where the driver/owner is transported to the hospital
- Disabled vehicles causing traffic hazards
Arrest/Evidence
- The driver of the vehicle is taken into custody by the Police Department, and the vehicle would be left unattended.
- The vehicle is involved in a criminal investigation. In this instance, it may be held as “evidence” for an extended period of time.

Per City Ordinance, Impounded vehicles may be stored either at the City Impound Facility or the City’s contract tow vendor lots.
If your vehicle is located at the City’s contract tow vendor lot, you will need to contact them directly for additional information about fees and pickup requirements.
If you cannot find your vehicle but believe it was towed, please contact the CSPD non-emergency line at 719-444-7000.
How much will it cost?
Vehicles may be stored either at the City Impound Facility, or at the City’s contract tow vendor lot.
Search for your vehicle to determine the storage location. Vehicles located at the City Impound Facility will display the fees on this website. Accurate fees for vehicles stored by the City’s contract tow vendors are available through them directly.
- Fees vary and are regulated by Ordinance of the City Council of Colorado Springs and the Public Utilities Commission (PUC). Maximum tow, administrative, and storage rates are set by the PUC. Please see their website for additional information.
- Daily Storage Fees accrue each day the vehicle is in impound (Storage fees are NOT charged weekends, City holidays, and any other day the impound is closed).
EVIDENCE HOLDS: Daily storage fees are not assessed while a vehicle in on police HOLD.

What type of payment is accepted?
The City Impound Facility accepts credit cards (MasterCard or Visa ONLY) and cash. We do not accept personal checks.
Contact the City’s contracted tow vendor to determine their payment options.
I was pulled over by the Fountain PD/El Paso County Sheriff’s/State Patrol. Do you have my vehicle?
No. The Colorado Springs Police Department Impound Facility has vehicles impounded by the City of Colorado Springs only. Unless the vehicle was part of an outside agency-assisted investigation (and the other agency is telling you the vehicle is at the City of Colorado Springs Impound), you will need to contact the agency where the stop/tow occurred.

What if I’m not a licensed driver?
You may have the vehicle towed out, or you will need to bring a licensed driver with you to drive your vehicle out. The owner of the vehicle must still present current registration, insurance, and valid identification. You must also bring a licensed driver to drive the vehicle you arrived in.
Someone borrowed my car and got it impounded. Am I responsible for fees?
Yes. You are responsible for your vehicle and all fees incurred by the actions of those with access to your vehicle. If your vehicle was stolen, you need to immediately report the motor vehicle theft to the police at 719-444-7000. You may be responsible for fees even if you have a valid motor vehicle theft case number if you waited to report your stolen vehicle.
I was told my vehicle was on hold. What do I do?
If your vehicle is being held for evidence by the Colorado Springs Police Department, you will need to contact the officer responsible for the hold. If your vehicle is being held for evidence by the District Attorney’s Office, you will need to contact the District Attorney’s Office to inquire about the status of your vehicle. You can contact the Impound Facility to determine what agency is holding the vehicle.
If your vehicle is on hold, you cannot view, remove property, or claim your vehicle until the hold is released by all holding agencies, which may require waiting until the conclusion of the case or statute of limitations. The Impound Facility must receive all proper paperwork regarding property or vehicle releases directly from the holding agency. You may not necessarily claim your vehicle immediately after a court decision since additional research must be completed before the release, and there may be additional holding agencies.
All hold releases must be received in writing from the holding agency. Verbal or telephonic releases will not be accepted. Evidence releases or Court orders brought in by vehicle owners, require verification before any release is processed.
I feel my vehicle was towed illegally, and/or I want to contest the fees. What can I do?
If you would like to dispute the legality of your tow or your fees, you have the right to a Post-Tow hearing in Municipal Court pursuant to City Ordinance 10.25.105. Bring your current registration or title and file a written request in person at the Colorado Springs Municipal Court, 224 E. Kiowa St., Room 108, within 10 days of the date you received notice that your vehicle was impounded. This does not apply to any vehicle towed for evidence pending further investigation. Failure to submit a timely request or to attend a scheduled hearing shall be deemed a waiver of the right to such a hearing.
What happens if I do not retrieve my vehicle?
Per CRS 10.25.106, if after 30 days no claim of ownership or right to possession has been made, the vehicle may be sold at auction. You will not owe any fees if you do not claim the vehicle.
FAQs - Vehicle & Property Releases
Can someone other than the owner claim the vehicle?
Yes. You may assign a designated agent to claim your vehicle by doing ONE of the following:
- Come to the Impound Facility with current registration OR original title and your driver’s license to sign your vehicle over to a designated agent (or insurance company, tow company, etc).
- Send a third party on your behalf with all required vehicle ownership paperwork AND ONE of the following:
- A power of attorney OR
- Notarized statement OR
- Other executorship documents giving them permission to remove the vehicle from the Impound facility, or sign it over to a PUC licensed tow company.
- Email impound@coloradosprings.gov and include the following:
- Current registration or title (front and back).
- Photo ID / DL (front and back)
- Statement indicating NAME of designated agent you are releasing it to (person, insurance company, tow company, etc)
Vehicles registered in a business name can be released with documentation that authorizes the individual claiming the vehicle (notarized statement on letterhead giving permission for individual to obtain vehicle OR current business listing with the Secretary of State showing authorized agent).
Vehicles titled/registered in an owner’s name may not be released to another individual without documentation, even if they are married/parents or show proof of marriage/birth certificate.
What will I need to drive or tow my vehicle out?

What will I need to get a motorcycle out?
The owner or owner’s agent/designee must present the same ownership paperwork as required to drive/tow a vehicle out.
In addition, to drive a motorcycle out, the owner or owner’s agent/designee must present a valid driver’s license with a motorcycle endorsement.
A motorcycle may be pushed out of the gate and loaded on a trailer in the parking lot if the owner does not have a motorcycle endorsement, or if the motorcycle will not start but will roll.
If the motorcycle will not start or roll, it must be towed out.
My insurance company is taking the vehicle. What do I have to do?
See the above section "Claim by someone other than owner" for instructions on designating someone to claim the vehicle.
What if I just want to get my property out?
All property inside a vehicle is assumed to belong to the owner of the vehicle unless there is evidence of other ownership. You will need to show proof of ownership of the vehicle to claim personal property.
If you are not the owner of the vehicle, but have items inside the vehicle, you can do one of the following:
- If your name is on the property or you have other verifiable proof of ownership, you can show valid ID and we will remove the item for you.
- You can present a signed, notarized statement from the vehicle owner giving you permission to remove items from the vehicle, along with the ownership paperwork in the name of the owner.
- The vehicle owner can email impound@coloradosprings.gov with a statement indicating your name, what they are allowing you to retrieve from the vehicle (or all items), a copy of their Photo ID, and ownership paperwork in their name.
Personal Property Release Procedures
- 15-minute time limit
- One-time only visit
- No removal of anything that belongs or is attached to the vehicle (nailed, wired, bolted, screwed, etc.)
- No Personal Property releases after 3:30 PM.
My vehicle won’t start. What are my options?
If your vehicle will not start on the lot, you may bring in a jump box to attempt to jump-start the battery. If this does not work, you must have your vehicle towed.
In the interest of safety, and the concern for liability and environmental reasons, you may not change tires, replace the battery, add, or remove any fluids (including gasoline), and you may not drive another vehicle in to jump-start your vehicle. You may not push your vehicle off the lot or push-start your vehicle.
If your vehicle is deemed not drivable for any reason, it must be towed out.
The owner is deceased. How can I get the vehicle/property out?
If you have been working with a detective as the next-of-kin for the decedent, please contact the Impound Facility for additional details about claiming vehicles/property.
Otherwise, please see the section above “If the owner is deceased”.
My spouse alone is the titled/registered owner of the vehicle. Can I claim the vehicle without my spouse being present?
No. Even though Colorado is a Community Property State, it does not extend to the release of impounded vehicles. Our policies are in place to protect the interests of the vehicle owner. We are unable to establish or verify the status of your relationship or any pending divorce actions or property settlements.
