The City of Colorado Springs Housing and Homelessness Response Department invites public comment on a proposed amendment to its HOME-ARP Allocation Plan.

A portion of the 2021 American Rescue Plan Act funds went to the U.S. Department of Housing and Urban Development (HUD) through the HOME Investment Partnerships (HOME) program to carry out activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. 

As a HOME program grantee, the City of Colorado Springs received $5,750,631 from HUD to benefit our community’s most vulnerable members. These funds are known as HOME-ARP funds and the City was required to craft a plan with public input on how to spend it.

The City is amending its HOME-ARP Allocation Plan to reallocate funding that was planned for the development of non-congregate shelter (NCS) to instead be used for Tenant-Based Rental Assistance, and to reallocate capacity building funds to operating funds to provide operating assistance to our local housing providers.

The public comment period will be open from April 24–May 26, 2026. Following the public comment period, the proposed amendment will be presented to at the City Council Work Session on May 11, 2026, which will be followed by a public hearing and City Council vote at the May 26, 2026 City Council Meeting.


Any individual, group, or agency may submit comments on the HOME-ARP Allocation Plan Amendment to the City of Colorado Springs Housing and Homelessness Response Department in writing or by phone to 30 S. Any individual, group, or agency may also provide comments by calling the Department at (719) 385-5912. All comments received on or before May 26, 2026 will be considered by the Department. Comments should specify they are addressing the HOME ARP Allocation Plan Substantial Amendment.
