The U.S. Army Corps of Engineers, Albuquerque District (USACE), has prepared a draft Integrated Feasibility Report & Environmental Assessment (IFR-EA) for the planning phase of an ecosystem restoration project in Colorado Springs, Colorado.
The draft IFR-EA titled Spring Creek Aquatic Ecosystem Restoration, El Paso County, Colorado evaluates alternatives that ensure the management of natural, cultural and socioeconomic resources within the project footprint adheres to applicable environmental laws and regulations. The preferred plan would revamp the Spring Creek corridor (Enclosure 1) using restoration measures like slope stabilization, in-stream structures, and vegetation plantings with the aim to improve the stream-riparian zone function and provide numerous benefits to the surrounding communities of Colorado Springs and the greater Fountain Creek watershed system. The construction schedule is still under development and remains tentative pending further coordination; however, based on current planning, construction is anticipated to occur during the winter seasons and would start in 2027 and would conclude in 2030.

The USACE is soliciting comments from concerned agencies and members of the public, per the National Environmental Policy Act (42 U.S.C. § 4321 et seq.). The draft IFR-EA will be available for public review from 25 February 2026 to 26 March 2026.
