At approximately 10:03 AM on Thursday, November 16, 2023, CSPD responded to a call for service regarding a shooting at the El Paso County Courthouse. Once on scene, officers located one deceased individual with apparent gunshot wounds. Court security personnel detained the suspect.
On Friday, November 17, 2023, the El Paso County Coroner identified the victim in this case as 28-year-old William Winters, from Colorado Springs. Although the Coroner’s Office will determine the cause and manner of death, this is being investigated as a homicide.
The suspect, 29-year-old Shaquille Brown, of Colorado Springs, was arrested and was charged with Murder in the First Degree.
This was the 29th homicide in the city of Colorado Springs in 2023. At that same time last year, there were 42 homicides investigated.
