Effective following the City Council Regular Meeting on Tuesday, March 10th, District 2 Councilmember Tom Bailey has formally resigned from the Colorado Springs City Council. This resignation was prompted by the successful certified recall petition from District 2 residents. Tom Bailey was elected to City Council in April of 2025.

City Council will seek to fill the partial term which expires in April of 2027. Following this twelve-month appointment, a two-year term for District 2 will appear on the April 2027 Municipal Election ballot. At this time, the appointed Councilmember would be able to run for re-election. Beginning in April 2029, the District 2 seat will resume on the standard four-year election cycle.

Interested District 2 applicants must be twenty-five (25) years of age or older on the date of appointment, a resident of Colorado Springs for one year immediately preceding appointment, a citizen of the United States, and maintain a residence within Council District 2. The District 2 appointment application can be found at ColoradoSprings.gov/CityCouncil.  Applications will open at 8 a.m. on Thursday, March 12th and will be accepted through Thursday, March 26th at 5 p.m.

City Council will hold a Special Meeting to discuss and vote to fill the unexpired term for the City Council District 2 Vacancy. The date and time of the Special Meeting will be publicly released later. At the Special Meeting, City Council will consider applications from the finalists out of the original application pool.

The Appointed District 2 Councilmember will be sworn in on April 13, 2026, at the start of the Work Session.
