On December 5, 2019, City Council approved Resolution No. 128-19 that established fees for the review and approval by the Stormwater Enterprise (SWENT) of planning, development, and construction-related submittals for compliance with the City’s Municipal Separate Storm Sewer System (MS4) Permit, the City’s Drainage Criteria Manual (DCM) requirements, and the City Code.
Review fees were first assessed and collected by SWENT on all new submittals made on or after January 1, 2020. Per Resolution 128-19, the fees increased 5% each year until 2023. Since 2024, the fees have been annually adjusted based on industry inflation rates. City Council must review and approve all proposed fee increases before they can take effect. The fee schedule currently in effect is in the table below.

What is the process to pay Stormwater Review Fees?
Once the review document submittal has been signed and approved by SWENT in ProjectDox, an auto-generated email from ProjectDox will be sent to the Applicant with payment instructions.
Once the Applicant has paid the review fee, the Lead Reviewer will receive a task to complete in ProjectDox verifying payment and releasing the approved submittal to the Applicant.
The Applicant receives another auto-generated email from ProjectDox with a link to download the approved submittal.
When are Stormwater Review Fees due?
Fees are required to be paid in full prior to release of approved submittals.
What is the difference between a Final Drainage Report Major Amendment and a Final Drainage Report Minor Amendment?
Most FDR Amendments are considered Major Amendments. If only a minor change is proposed (e.g., only changing inlet type or pipe material), an FDR Amendment may be considered a Minor Amendment for review fee purposes. This decision (i.e., considering an FDR Amendment a Minor Amendment) is made at the discretion of the Lead Reviewer.
What is the difference between a Plan/Profile Drainage Major Amendment and a Plan/Profile Drainage Minor Amendment?
Minor revisions to Drainage Plan/Profiles are defined as those with changes to 2 or fewer sheets. (A Plan/Profile Drainage Major Amendment has changes to 3 or more sheets.)
I am submitting a grading plan, but there is already an approved overlot grading plan for the site. What is my fee?
The fee would be assessed based on a new GEC Plan.
More than 6 months have elapsed since my last submittal. Can I resubmit the document under the previous review?
If more than 6 months have elapsed between a previous submittal (date comments are returned) and a resubmittal (date of submission to the Stormwater Enterprise), the corresponding review fee is re-assessed in full.
