Real Estate Services is a division of the City Attorney’s Office that is responsible for maintaining all real property interest records for the City’s departments and enterprises and for the real estate transactions associated with public-initiated projects.  Real Estate Services also processes easement vacations, easement encroachments and revocable licenses for private use of City property.

State House Bill 24-1175 – City’s WAIVER of First Rights of Refusal/Offer for Multifamily or Mixed-Use Rental Properties

With the passage of State House Bill 24-1175 on May 30, 2024, City Council Ordinance No. 24-100 waives the City’s right of first refusal and first offer that were created by the bill regarding qualifying multifamily residential or mixed-use rental properties.  As a result, residential sellers with qualifying properties within the City limits of Colorado Springs do not have an obligation to provide the City with a right of first refusal or offer.
