While the city government does not provide direct support to individuals and families in need, we are thankful for our community partners that provide these direct supports. Community partners and agencies change often and are challenged with their own limitation of resources and are not always able to serve all individuals or families in need but they do their best to help all individuals and families navigate the many resources in our community.
Please note that this is a list of resources that Housing and Community Vitality Department staff is aware of and not a comprehensive list of programs funded by the City. Severe Cold Weather Emergency Shelters and Protocols
During winter weather, the City of Colorado Springs reminds citizens of emergency shelters and winter services for those in need. Each shelter adjusts its protocols based on weather conditions, so it’s important to call ahead or check online for real-time updates during cold weather events.
The Pikes Peak Regional Office of Emergency Management activates an Extreme Cold Weather Sheltering Coordination Plan with robust communications, transportation, and services whenever any one or more of the following conditions are anticipated:
- Max of 9 degrees for two or more days (single digit max)
- 10 inches or more of snow overnight in the downtown Colorado Springs area (double digit snowfall overnight)
- -18 degree wind chill
- Loss of a primary shelter facility or an unanticipated influx of those seeking shelter
Primary shelter providers are Springs Rescue Mission and HopeCOS.
Emergency Shelter for Adults
Springs Rescue Mission
When temperatures fall below 19°F or heavy snowfall occurs, SRM implements a severe weather protocol that allows temporarily suspended guests to return by signing an agreement. Guests must not have aggressive offenses. There is limited access due to significant health needs and referrals to specialized care. Re-admission is possible when conditions improve. Guests must be able to independently care for themselves without assistance. This includes activities of daily living such as bathing, dressing, feeding, toileting, ambulating, and/or management of medical equipment.

Emergency Shelter for Adults and Families with Children
Hope COS Emergency Shelter
Opens as resources allow; generally when the temperature is forecasted to fall below 19°F and when Springs Rescue Mission has activated its harm reduction protocol. Transportation can be provided, please do not call for transportation until after the shelter is opened. Shelter information and opening status are posted at hopecos.org/warming-shelter-information

The following organizations do not operate emergency winter shelter but do adjust operations during cold weather.
Shelter for Families
Salvation Army RJ Montgomery Family Hope Center
Cold Weather Operations:
- If temperatures drop below 32°F, families can stay inside but lunch is not provided.
- If District 11 (D11) schools close due to weather, families may stay at the shelter and will receive lunch.

- Rooms: 31 for families with children under 18 (must have at least 1 adult and 1 child)

Shelter for Youth (15 - 20 years old)
The Place
- Provides a Drop-In Center for youth ages 15-24 that can also be accessed during cold weather.
- Location: 2708 E Fountain Blvd
- Hours: 9am to 4pm, Monday through Friday, with emergency support until 5pm.
- Shelter Location: 423 E. Cucharras, 80903
- Beds: 20 beds for youth aged 15 to 20 (all genders)

To report a concern to the Colorado Springs Police Department's Homeless Outreach Team, contact them at 719-444-7666 or email CSPDHot@coloradosprings.gov. Please note, this number and email are NOT for reporting illegal activity. To report a crime, call 444-7000 or 911 in case of an emergency.
For street outreach assistance in the Downtown area for individuals experiencing homelessness, reach the Colorado Springs Fire Department's Homeless Outreach Program at 719-385-2273 or email csfdcares@coloradosprings.gov.
