CSPD Case of Interest: Randy Bishop Officer Involved Shooting
On the evening of January 11, 2020, CSPD officers were involved in a shooting with Colorado Springs resident, Randy Bishop. The following body worn camera videos & documents depict Mr. Bishop's original arrest warrant, the initial traffic stop, when the shooting occurred, and the following arrest of Randy Bishop.
Memorial Hospital Redacted Arrest Warrant for Randy Bishop
On November 25, 2019, at approximately 1:50 pm, CSPD Officers took Randy Bishop into custody on warrants for domestic violence-related kidnapping and assault and two active warrants for felony Failure to Comply. Mr. Bishop was transported to a local hospital for medical clearance before being transported to jail. Detective Brandon McCoy was in plain clothes wearing a marked police vest while at the hospital with Mr. Bishop. Detective McCoy was not equipped with body worn camera during this incident. While at the hospital, staff requested Mr. Bishop's handcuffs be removed for medical treatment in an examination room, which required Detective McCoy to stay outside of the room. During medical treatment, Mr. Bishop ran from the room; Detective McCoy chased Mr. Bishop and engaged in a physical altercation with him. During the struggle, Mr. Bishop escaped custody, assaulted and disarmed Detective McCoy, fired shots, stole a vehicle, and fled the hospital. The Honorable District Court Judge Prince signed an arrest warrant for Mr. Bishop regarding this incident on this same date.

Officer Becker Body Worn Camera: 01/11/2020, 11:57 PM
On January 1, 2020, at approximately 11:57 pm, CSPD Officer Beau Becker initiated a traffic stop at the intersection of Arrawanna Street and Galley Road. Officer Becker made the stop due to a registration violation. Officer Becker approached and spoke with the driver of the vehicle.
Officer Becker Body Worn Camera: 01/12/2020, 12:02 AM
After running the information the driver gave him, Officer Becker had reason to believe the driver had provided a false name and had warrants for his arrest. It was later confirmed the driver's real identity was Randy Bishop and that Bishop was wanted for multiple felony arrest warrants. Officer Becker returned to the car and asked Mr. Bishop to exit the vehicle. Mr. Bishop shot Officer Becker in the chest area of his bulletproof vest and his body worn camera. Due to the gunshot, the video stopped working, but the audio recording continued. The following video contains graphic images and strong language. Viewer discretion is advised.
Officer Mattox Body Worn Camera: 01/11/2020, 11:59 PM
This video is of the same incident but from the view of the second officer on the scene, Officer Mattox. Officer Mattox arrived on the scene to assist Officer Becker when he initiated the stop. She remained on the passenger side when Officer Becker returned to the vehicle. When Mr. Bishop fired the handgun at Officer Becker, she took cover behind her cruiser door and returned fire.
Officer Involved Shooting Redacted Arrest Warrant
The link below contains the redacted arrest warrant for Mr. Bishop for the attempted murder of Officer Becker. The El Paso County Sheriff's Office completed the arrest warrant as part of the officer-involved shooting investigation completed in compliance with Colorado state law. The Honorable Judge Gomez signed the warrant on January 12, 2020.
Officer Colliver, Murphy, Weems, and Owen's Body Worn Camera: 01/26/2020, 12:07 PM
On January 26, 2020, at approximately 12:02 pm, CSPD received a call for service regarding Randy Bishop. The caller indicated that Mr. Bishop was in the 900 block of Tammany Drive. When officers arrived in the area, Mr. Bishop attempted to escape in a vehicle but was stopped by multiple officers and taken into custody without injury. Mr. Bishop was the only occupant of the car. Officers located a Sig Sauer P320 .40 caliber handgun on the driver-side floorboard of the vehicle. The videos below are in order of the officers listed above.

Randy Bishop was additionally charged with Possession of a Weapon by a Previous Offender (POWPO) as a result of the gun located during his arrest.
Court Conclusion
In July of 2022, the court proceedings for these cases resulted in Randy Bishop pleading guilty to multiple charges and sentenced to 48 years to the Department of Corrections consecutive to a life sentence for a separate case.
