In January of 2016, Mayor John Suthers created the Urban Planning Division within the City’s Planning and Community Development Department.  The Urban Planning Division focuses on both long-range planning for Downtown as well as the review of site-specific development applications.  A primary task of the Urban Planning Staff is the implementation of the Downtown Form-Based Code, a unique style of zoning used in many urban areas.  Form-Based zoning utilizes physical standards to ensure that new development within the City’s core is appropriate to an urban context and creates an interesting and pedestrian-friendly environment.  While some uses are restricted within the Zone, the Code implements a philosophy that the internal uses of buildings is far less important than how the building itself relates to the public realm.  For more information on the City’s Form-Based Code contact the Urban Planning Manager, Ryan Tefertiller at 719-385-5382 or or use the links below.

Downtown Master Plan

Beginning in 2015 the City of Colorado Springs, the Downtown Development Authority (DDA) and a diverse group of stakeholders worked together to update the 2009 Imagine Downtown Master Plan.  The new “Experience Downtown Plan,” which was adopted by City Council in November 2016,  utilizes significant public input, subject matter experts, and numerous recently adopted City-wide plans to create a market-based, tactical plan that will lead the desired renaissance Downtown.  The Plan contains two volumes: Volume I will serve as the DDA’s legal “plan of development” to guide the best use of their resources; Volume II will serve as the City’s traditional land use master plan.
