City Engineering Standards are implemented and enforced by the Engineering Review and Engineering Inspections teams to ensure infrastructure construction is done consistently and safely for the citizens of Colorado Springs.
Engineering Review
Engineering Development Review
The Engineering Development Review (EDR) evaluates the public infrastructure required by a new development or redevelopment to ensure compliance with the standards of Zoning Codes and City Engineering design standards.
Utility Plan Review
The Utility Plan Review (UPR) evaluates proposed utility installations within existing and proposed public right-of-way (ROW) and public utility easements (PUE) to ensure coordination and compliance with the City requirements.
Engineering Inspections
The Engineering Inspections team handles permitting and inspections for infrastructure construction associated with new development and for excavation and concrete work within existing public right-of-way and public utility/improvement easements, ensuring that streets, sidewalks, and other public infrastructure are constructed and restored in accordance with City standards, approved plans, and permit requirements.

The Engineering Criteria Manual is comprised of several separate publications listed listed at the above linked page. Together, the Engineering Criteria Manual establishes the engineering requirements, standards, policies, and regulations of the City Engineer. All public infrastructure and development activity shall conform to the Engineering Criteria Manual.
