Tenant-based rental assistance (TBRA) is a rental subsidy that helps make rent more affordable for individual households. TBRA assistance moves with the tenant—if the household no longer wishes to rent a particular unit, the household may take its TBRA subsidy and move to another rental property.
Under the HOME Investment Partnership Program, the City funds two Tenant Based Rental Assistance programs.
Colorado Springs Housing Authority
This TBRA program supports low-income and extremely-low income families experiencing homelessness. The program helps households transition to stable and sustainable housing. This program served 16 residents in 2021-22 program year. $360,000 is allocated to this program for 2021-2023.
Senior Tenant Based Rental Assistance
This new TBRA program, created with HOME-ARP funds, will support low-income seniors. By providing funding to fill the gap between affordable and non-affordable rents, more seniors will remain safely housed, independent and out of risk of homelessness. Details to be announced in late 2022 or early 2023. $200,000 is allocated to this program for 2022-2024.
TBRA is funded with HOME grant from HUD. Allocations are detailed in the City’s HUD Annual Action Plan (AAP) and outcomes are reported in the City’s HUD Consolidated Annual Performance and Evaluation Report (CAPER).
