The Community Development Advisory Committee advises on policy, planning and priority funding areas for the Housing and Homelessness Response Department, which manages the City’s investment of federal block grant funds received from the U.S. Department of Housing and Urban Development and related programs. High priority funding areas typically include homeless facilities and services, affordable housing, and neighborhood/community investments for low- and moderate-income residents.

Wayne Bland
1st Term, May 16, 2024-Jul 12, 2025
Wayne Bland has over forty years of experience in housing finance and real estate, most recently as Vice President and Mortgage Division Manager at Kirkpatrick Bank. Wayne serves on the board of The Place, was integrally involved in the development of The Launchpad, Colorado Springs’ first permanent supportive housing apartments for youth experiencing homelessness and has served on other boards in his 20 years as a community advocate and volunteer.
Sam Clark
1st Term, Oct. 21, 2025-Jul. 12, 2027
Sam Clark is Executive Director of the Pikes Peak Real Estate Foundation. He worked on The Launchpad permanent supportive housing apartments for youth experiencing homelessness, contributed to a groundbreaking initiative with Early Connections Learning Centers (ECLC) that closed the first New Market Tax Credits deal in Colorado Springs in fifteen years, helped develop the Workforce Housing Fund, and assists organizations in navigating the labyrinth of affordable housing resources in our community.
Stu Davis
1st Term, Jul. 13, 2023-Jul. 12, 2026
Stu Davis is executive director of COSILoveYou, which fosters collaboration among churches, ministries, and city leaders. Stu is President of the Center for Strategic Ministry at Woodmen Valley Chapel, managed the Westside Community Center in partnership with the City of Colorado Springs, and served as Community Relations Director and Director of Mobilization for the Springs Rescue Mission, our community’s largest shelter for people experiencing homelessness.
Mike Edmonds
1st Term, Jan. 31, 2025-Jul. 12, 2025
Mike Edmonds currently serves as Interim Headmaster of The Colorado Springs School. Dr. Edmonds retired as Senior Vice President and Chief of Staff at Colorado College in spring 2023, following a 32-year career with the college that included Dean of Students/Vice President for Student Affairs and Acting Co-President. He serves as a Trustee of El Pomar Foundation and as board chair of Friends of the Children, whose mission is breaking the cycle of generational poverty. He also served on the boards of Memorial Hospital, the Colorado Springs Philharmonic and Cheyenne Mountain Zoo.
Brittany Harrison
1st Term, Jul. 13, 2023-Jul 12, 2026
Brittany Harrison is a Senior Community Engagement Specialist for Colorado Springs Utilities. Previously, as a real estate advisor Brittany advocated for LGBTQ+ and Spanish-speaking communities, providing education pathways to equitable access to home ownership. She served as co-manager and Lead Coach at the Advantage Student Success Program (ASSP) at Pikes Peak State College and served as Director of Global Education at the Fountain Valley School.
Regina Lewis
1st Term, Oct. 21, 2025-Jul. 12, 2027, Alternate
Regina Lewis is Founder & CEO of REGINASPEAKING where she serves as an Executive Coach & Facilitator. She is Professor Emerita and retired Chair of the Communications Department at Pikes Peak State College where she also served in senior leadership as Special Assistant to the President for Academic Excellence and Inclusion and led the Cultural Excellence: Ideas and Discussions program.
David Lord
2nd Term, Jul. 13, 2024-Jul. 12, 2027
David Lord is an active community volunteer and leader. He is a founding board member of the Pikes Peak Housing Network, leads the Housing Domain of Age Friendly Pikes Peak, served on the board of Innovations in Aging Collaborative, volunteers with Silver Key Senior Services’ Silver Line and supports myriad community efforts through his family foundation. He served as Business Manager at Colorado College for 18 years and manages an investment company.
Eva Padilla
1st Term, Jul. 13, 2023-Jul. 12, 2026
Eva Padilla serves as the CEO of Founder Access, a consulting firm dedicated to providing access to capital and sustainable business strategies for underserved entrepreneurs, including Startups, BIPOC, and Women-owned businesses. With two decades of experience in lending at traditional lenders like JP Morgan Chase and Bank of America, as well as with community development financial institutions (CDFIs) such as Colorado Enterprise Fund and Energize Colorado, Eva is committed to promoting economic growth in under-resourced business communities. Her diverse insights help empower entrepreneurs on their journey to business sustainability and success
Kimberly Gold
City Councilmember, Ex-Officio
Kimberly Gold is the City Council Member representing District 4. As the President of the Black Chamber of Commerce and a board member of the Colorado Springs Chamber and EDC she advocates for small businesses and economic development, working to create opportunities for families and entrepreneurs in our city. Kimberly has donated her time to the Council of Neighborhoods Organizations, The Independence Center, VisitCOS, Military Spouse Coalition and KOAA’s Community Advisory Committee.
Lynette Crow-Iverson
City Councilmember, Ex-Officio
Lynette Crow-Iverson serves as City Council President and is an At Large member. She was the Founder, President and CEO of Conspire!, an industry compliance firm serving thousands of companies, schools, and organizations with locations across the world. An experienced trauma and cardiac nurse, Lynette was a founding trustee for the Colorado Springs Health Foundation, currently sits on the Regional Connect Committee for the Chancellor of UCCS, is the Vice Chair of UCHealth - Grandview Hospital Board and a UCHA State Board Member.
