  • 31st Street Traffic Study

    Study Overview

    Based on feedback and neighborhood concerns for congestion on 31st Street as well as safety concerns at the intersection at Pikes Peak Ave. the City has initiated a traffic study of 31st Street to investigate current conditions and develop recommended immediate and long-term improvements to the area.

    The City objectives for the project include evaluation of elements including:

    • Improve signalized traffic intersection operations of 31st Street at Colorado Blvd and US-24
    • Consider the proposed roundabout at Fontanero Blvd and 31st Street in street operations
    • Safety for bicycles and pedestrians, especially at 31st Street and Pikes Peak.
    • Neighborhood access and traffic impacts

    Action Plan

    The project team presented an action plan for improvements to the 31st Street corridor at a public meeting held July 24, 2019. The action plan was developed from original recommended improvements that would best achieve the goals of the traffic study to improve traffic flow and safety for people in cars, on bikes and on foot.

    The below improvements are unfunded but will be implemented in phases as funding becomes available.

    • US-24 Crosswalk
      • Relocate crosswalk to west side of 31st Street to help signal timing and provide consistency for pedestrians
    • Construct a bike box for improve bicyclist safety
    • Construct north/southbound right-turn lanes between Colorado and Hwy 24 for improved operations
    • Safety improvements to Pikes Peak Avenue   
      • Pedestrian signal
      • Time-restricted turning movements

    Previous Public Outreach Efforts

    • Stakeholder meeting: The team identified a group of stakeholders to engage and provide meaningful input to the project through meetings at milestone decision points. Stakeholders groups included:
      • Neighborhood representatives
      • A representative from the Active Transportation Advisory Committee (ATAC)
      • Business owners
      • CDOT representative

    Spring 2026 Road Closures and Detours

    Beginning mid-April the westbound Circle Drive off-ramp to Hancock Expressway will be temporarily closed and is anticipated to remain closed through late April 2026. Crews will be closing this off-ramp to accommodate ongoing construction activities in the area for the Circle Drive Bridges Replacement project. Motorists are advised to follow posted detour routes and allow for additional travel time. Access to businesses in the area will be maintained eastbound and westbound via the on-ramp to Circle Drive from the Hancock Expressway. Please note that access from westbound Circle Drive will not be available during the closure. We appreciate your patience and cooperation as we work to complete these improvements safely and efficiently.

    Work, such as timeframes and restrictions associated with construction, is coordinated with the railroad and subject to change.

    Travelers should expect equipment and workers adjacent to the road.

    Current Traffic Impacts

    Late April–Late May: Hancock Expressway closures planned

    Beginning Monday, April 27, the east side of Hancock Expressway just east of South Academy Boulevard will close for approximately two weeks, through Friday, May 8, for waterline installation. Access to nearby businesses and properties will remain open. Drivers should follow signed detour routes around the closure. Detours during two-week closure:

    • Westbound Hancock Expressway: North on Jet Wing Drive, west on Astrozon Boulevard, south on South Academy Boulevard, then return to Hancock Expressway
    • Eastbound Hancock  Expressway: North on South Academy Boulevard, east on Astrozon Boulevard, south on  Jet Wing Drive, then return to Hancock Expressway

    A full closure of Hancock Expressway at South Academy Boulevard will follow from 7 p.m. Friday, May 8 through noon Monday, May 11 for additional waterline work. Hancock Expressway will be closed in all directions at the intersection during this time. Detours during full weekend closure

    • Eastbound Hancock Expressway: Use Jet Wing Drive

    Access  to nearby businesses and properties will remain open throughout all phases of work. All work is weather-dependent and schedules may change.

    Bus stop locations along the corridor will be significantly impacted. Riders are encouraged to visit MMTransit.com for detailed information on temporary stop locations and service changes.

    Boychuk Avenue is reduced to alternating one-lane traffic controlled by temporary signals or flaggers. The bike lane is closed in this area and bicyclists need to merge with traffic. This work will last approximately two months and is necessary for prep work for the tie-in of Boychuk Avenue to S. Academy Boulevard. Please be careful when exiting and entering Colorado Car Wash located southwest of Boychuk Avenue. In addition, the Victory Outreach parking lot southeast exit is closed during this work.

  • North Union Boulevard Utility and Resurfacing Work

    Colorado Springs Utilities and the City of Colorado Springs are partnering on infrastructure improvements on North Union Boulevard from Academy Boulevard to Woodmen Road. Utility infrastructure improvements and paving/resurfacing work begins Jan. 2, 2020 and continues through Fall 2020.

    Traffic Impacts

    • The Vickers and Union intersection work will be completed by Friday. The intersection will be completely opened to commuters.
    • Construction work will move to the intersection of Montebello and Union with intersection closures. Please follow detour signs and keep speed down in this area.  Construction is still on schedule to be completed by the Fall.

    Throughout this project, speeds on Union will be reduced to 35 mph with double fines posted.

    Traffic and access will be restricted and delays should be expected during construction. Detour signs and flaggers' will be present to direct and maintain traffic routes. Access to individual properties will be available.

    If possible, commuters are encouraged to take alternate routes outside of construction work. To help navigate your commute, download Waze, a crowd-sourced mobile traffic application.

  • Barnes Road Improvements

    Prep Work - Late February to March 2020

    Shoulder work and outside lane closures on the south side of the Project. The initial work will include grading and earthwork to move overhead electric lines underground and relocate other components of the local electrical network.

    Phase 1 - Late March to May 2020

    One lane in each direction on north side of the roadway for work on south side of project zone.

    Phase 2A - Approx. June to July 2020

    Shift traffic to new lanes on south side of road for work on the north side of the roadway and median. This will include work in the median west of Solar Ridge Drive.

    Phase 2B - July to August 2020

    One lane of traffic will continue to flow in each direction on the southside of the road, except at the intersection of Barnes Road and Chaparral Road/Rio Vista Drive, where westbound Barnes Road will be shifted to the north side of the road so crews can work in the middle of the intersection.

    Phase 3 - Late 2020

    One lane of traffic will flow in each direction of Barnes Road while crews work on the median

    Phase 4 /Completion Summer 2021

    Work will include construction of the median in Barnes Road; work on curb, gutters, and pedestrian ramps; and installation of street lights, in preparation for final asphalt paving in the Spring/Summer.

    About:

    The project rebuilt Barnes Road between Powers Boulevard and the Homestead Trail crossing, just east of Solar Ridge Drive. The project brought area roadways and utility infrastructure in line with the rapid development in the area, improving access and safety to local businesses and neighborhoods.

    Key Elements:

    In addition to repaving four lanes of Barnes Road, improvements included:

    • Median, sidewalks, turn lanes and stormwater infrastructure on Barnes Road where there weren’t any before
    • Overhead utility lines were moved underground
    • Lowering part of Barnes Road by seven feet, improving safety on the steep hill
    • Signalized intersection with left turn lanes at Barnes and Rio Vista Drive/Chaparral Road
    • Improved curb and gutter, and new pavement on a section of Jeffery Road, which connects Barnes to the Old Farm neighborhood
    • Rebuilt Chaparral Road, connecting Barnes to Jeffery Road. Chaparral had been closed for three years due to the lack of roadway infrastructure and right-of-way concerns.

    Construction was led by Pyramid Construction, with design by SEH, public information by Hayward LLC, and project management by the engineering firm AECOM.  The project team, including City of Colorado Springs and Colorado Springs Utilities staff and crews, are grateful for the patience of neighbors in the project area—residents, businesses and their customers—who had to deal with construction closures and utility impacts while we all navigated the pandemic.

    Schedule:

    Construction began in February 2020, with work on Barnes Road completed in July 2021, and Chaparral Road completed in August 2021.

    Funding:

    The project budget is approximately $ 3,225,000, funded by the voter-approved PPRTA2 program.
